Question: According to the Handbook, what is the goal of all Systems Engineering activities?

  1. Produce a complete and consistent set of system requirements.
  2. Reduce the total life cycle cost of the system to a minimum.
  3. Deliver the system on schedule regardless of evolving stakeholder needs.
  4. Manage risk, including the risks of not delivering what the acquirer needs, late delivery, excess cost and negative unintended consequences.

Answer: D. The Handbook describes risk management as the overall goal. Requirements, cost and schedule are important concerns, but none is the complete goal on its own. Review Handbook section 1.1.
